In her State of the Union address in Strasbourg, European Commission President Ursula von der Leyen outlined an EU Kids Act that would bar children under 13 from social media and withhold full personal accounts until 15. Thirteen and fourteen year olds would get supervised mini accounts with limited features and strict time caps. The rules would extend age checks to video platforms, games and AI chatbots, with fines of up to 6 percent of global turnover.
