Level 2 — Elementary
The United Nations Environment Programme has published a report called 'Limiting Overshoot'. It says the world can no longer avoid passing 1.5 degrees Celsius of warming above pre-industrial levels.
That figure comes from the Paris Agreement, signed in 2015. Countries promised to try to hold warming well below 2 degrees, and to aim for 1.5.
The report says the threshold will be crossed within the next few years. Even the most hopeful scenario shows temperatures peaking at around 1.8 degrees before slowly coming down.
The new goal, UNEP says, is to keep this 'overshoot' as small and as short as possible. Longer and higher overshoots make it far more likely that parts of the climate system change permanently.

The United Nations Environment Programme has formally acknowledged what climate scientists have been signalling for several years: there is no longer a scientifically plausible pathway that prevents global average temperatures from breaching 1.5 degrees Celsius above pre-industrial levels. Its new report, 'Limiting Overshoot', says the threshold will be crossed within the next few years.
The framing of the report is deliberate. Rather than presenting the target as lost, UNEP proposes an 'overshoot, peak and decline' pathway, in which warming rises above 1.5, reaches a maximum, and is then brought back down, ideally before the end of the century.
Even the most optimistic scenario assessed places that peak at around 1.8 degrees. Reaching it, and then returning below 1.5, would require both rapid emissions cuts and large-scale removal of carbon dioxide already in the atmosphere.
The central warning concerns tipping points. UNEP stresses that the probability of triggering irreversible changes, in ice sheets, ocean circulation or forest systems, rises with both the height and the duration of the overshoot. A brief, shallow overshoot is a very different physical proposition from a deep and prolonged one.

Level 4 — Advanced
The United Nations Environment Programme's report 'Limiting Overshoot' performs a difficult institutional task: it retires a headline target without conceding the argument that produced it. The document states plainly that no scientifically plausible pathway now prevents global mean surface temperature from exceeding 1.5 degrees Celsius above pre-industrial levels, and that the breach will occur within the next few years rather than the next few decades.
In place of the binary framing that has dominated climate diplomacy since 2015, UNEP substitutes a trajectory: overshoot, peak, decline. Warming rises past the threshold, crests, and is then drawn back down, with a return below 1.5 sought by the end of the century. The most favourable scenario assessed places the crest at roughly 1.8 degrees, a figure that depends on emissions falling steeply and on carbon dioxide removal being deployed at a scale that does not currently exist.
The scientific substance of the report lies in its treatment of overshoot as a two-dimensional quantity rather than a single number. Magnitude and duration interact, and the hazard function is not linear. A shallow excursion held briefly leaves most slow-responding systems intact; a higher peak sustained for decades progressively commits ice sheets, permafrost and circulation patterns to changes that persist regardless of what happens to atmospheric concentrations afterwards.
That asymmetry is the report's real argument. Because a return below 1.5 does not automatically restore the climate state that existed before the excursion, every tenth of a degree and every additional decade above the line carries a residual cost that cannot be reversed by later mitigation. The rhetorical move from 'avoid the threshold' to 'minimise the overshoot' is therefore not a retreat so much as a reallocation of urgency.
